Monarbaen is a metropolis of roughly 500,000 residents inside the city walls, and another 700,000 sprawling out beyond the city walls. It is set in a very convenient bay where the Monar river flows into the Demon sea. It has the biggest port on this side of the continent and the reason the city has grown so large.
Monarbaen is so large that it is split up into seven districts, each of which have two chancellors to head each district. Though the city has a sole set of laws and regulations, each districted may have their own interpretation on how these laws are to be enforced. These 14 chancellors make up most of a board that runs the city, accompanied by a governor that heads the board and rules over all meetings and has the final say in all disputes involving multiple districts.
Court is held every day in Monarbaen, and is ran by 3 members of the board on a rotating schedule, and no 2 may sit on from the same district on any given day, except for the once a month all fifteen members get together to rule on supreme matters of state.
The governorship is passed down through a line of succession; it is very similar to a royal family, whereas the chancellor seats are voted on every 10 years, though they are staggered so that no two districts are having elections in the same year. the election season only lasts 4 months, and only permanent residents of the district may vote, elections are typically quite civil.
Though not all of the chancellors get a long, they do all have the best interests for the city in mind. A chancellor who puts himself before the city has typically not lasted long and is often found by the fishermen in the bay.
